Mr. Welch has more than 20 years of experience in community redevelopment, historic preservation, community participation and park management, including: site development and management, and community outreach for the Roger Williams National Memorial and cultural heritage and landscape preservation, community development and environmental planning for the John H. Chafee Blackstone River Valley national Heritage corridor.
His experience includes master planning, site development, project administration and implementation, community outreach and project management for many historic corridors and neighborhoods.

As a planning director, community redevelopment manager and coordinator for Winter Park and Orlando (both Florida), landscape architect and urban designer, he has developed streetscape guidelines and redevelopment strategies, CRA masterplans, public/private partnerships and grants for neighborhood redevelopments.
Mr. Welch is a member of the APA an is a recipient of the ASLA National Merit Award in 1986 and the APA Honor award for best community plan in the state of Florida for 2000. He received his Masters in Landscape Architecture from the University of Georgia, with a minor in Historic Preservation.
