Mr. Mcray has nearly 20 years of experience as planning and zoning director and project manager for public projects in several cities in Florida. He has developed and implemented land development codes, and worked directly with the public in hearings and workshops regarding zoning and code issues, community goals and developments, and standards for private and public development.

He has directed and implemented Community Redevelopment plans, coordinated public services and utilities during Emergency operations, developed and submitted FEMA reimbursement requests, and is a liasion between the community and outside agencies, as well as local and state governments. He coordinates compliance with DOT requirements regarding right of way acquisition, utility adjustment and signage, as well as supervised utility infrastructure improvements for water, sewer, and stormwater.
Mr. Mcray received his B.A. in Growth Managerment and Environmental Studies from Rollins College in Winter Park, Florida.
